Metropolitan Transportation Plan 2010-2035
The theme of the Santa Fe Metropolitan Transportation Plan 2010-2035 (MTP) is Moving the Santa Fe Region forward with a sustainable, interconnected, multimodal network that aims to provide safe and secure access for all users. The region’s transportation system has been enhanced by a $400 million investment of state and federal funds for a new passenger rail system connecting the governmental center for the state in Santa Fe with its commercial and business center in Albuquerque. However, it is now challenged due to the worldwide economic downturn with severely constrained agency budgets, as well as a lack of affordable housing in the region, and continued escalation in the cost of transportation projects. The region simply cannot afford to meet its long-term needs to build new or improved transportation infrastructure, or expand public transportation services, under current financial resources. We must face up to the challenge to be fiscally responsible in creating a sustainable, interconnected and multimodal transportation system.
The MTP 2010-2035 was adopted by the MPO Transportation Policy Board on October 20th, 2010. Following a request from the New Mexico Department of Transportation (NMDOT) an amendment to Figure 5-1 “MTP 2010-2035 Future Regional Roadway Network Map” was approved by the MPO Transportation Policy Board on September 8th, 2011. This amendment removed a Frontage Road along the east side of NM599 between I-25 and Jaguar Drive.

NOTICE OF PUBLIC COMMENT PERIOD
FOR A PROPOSED AMENDMENT TO THE SANTA FE METROPOLITAN TRANSPORTATION PLAN 2010-2035
December 16th, 2011 – January 20th, 2012
The Santa Fe MPO has received a request from the New Mexico Department of Transportation (NMDOT) to amend the 2010-2035 MTP to add a new project, the Interstate 25/Canoncito Interchange (Exit 294) Improvement Project. This project was not originally included in the MTP as it was thought by NMDOT to be located outside the MPO Planning Area. Now that has been established that it is located within the MPO Planning Area it is required to be included in the MTP before Federal Funding can be spent.
Project Development for this project is underway with Federal Funding obligated in FFY2011 of the Statewide Transportation Improvement Program. This funding was obligated prior to the realization that the project was within the MPO Planning Area. Currently the project is in Phase A with the evaluation of alternatives. NMDOT District 5 has identified $7,000,000 from their District Target for construction of the selected improvements in FFY2013.
This proposed amendment impacts a number of Maps and Tables included in the MTP. Since the proposed construction funding is in addition to the estimated funding levels identified in the MTP, this project does not have a impact on the projects identified within the Fiscal Constraints of the MTP.
This request necessitates that the proposed amendment be released for a 30-day Public Comment Period to allow the public an opportunity to review and provide comment on the proposed amendment. The Public Comment Period runs from December 16th, 2011 through January 20th, 2012. The MPO Technical Coordinating Committee will review submitted public comment and make a recommendation on the proposed amendment at their January 23rd, 2012 meeting and the MPO Transportation Policy Board will hold a Public Hearing on the proposed amendment at their February 9th, 2012 meeting.

If the proposed amendment to the MTP is approved, this project will need to be added to the MPO Transportation Improvement Program (TIP). A parallel amendment process is also being undertaken for the TIP.
