Transportation Improvement Program (TIP)

The Transportation Improvement Program (TIP) is a short-term project list that includes transportation projects for all modes expected to be funded within a four year period. The TIP is based on the Federal Fiscal Year (FFY) which runs from October 1st through September 30th (e.g. FFY2016 begins October 1st, 2015). Development and maintenance of the TIP is covered under 23 U.S. Code § 134 Subsection j.

The MPO is required to produce a new TIP every two years.  The FFY2016-2021 TIP was approved by the Policy Board on August 13th, 2015 and was incorporated into the Statewide TIP and approved by FHWA/FTA on September 30th, 2015.  The FFY2016-2021 TIP became effective on October 1st, 2015.

Projects included in the TIP must be consistent with the long-range Metropolitan Transportation Plan (MTP).

The Santa Fe MPO’s public participation process satisfies the public participation process for Santa Fe Trails’ Program of Projects.

The original Public Comment Period ran from May 3, 2017 through May 17, 2017. After the close of the initial Public Comment Period NMDOT requested additional changes to S100440 to bring the STIP for District 5 within fiscal constraints.  These requested changes have necessitated a re-release for Public Comment.

PROPOSED CHANGES TO EXISTING PROJECTS

S100230 – NM14 (Cerrillos Rd) ADA Feasibility Study and ROW Acquisition. MM53 (St Michaels Dr) to MM56 (St Francis Dr) [NMDOT Lead]

  • Delete $250,000 in FFY2018 Funding for a Feasibility Study
  • Delete $1,000,000 in FFY2019 Funding for ROW Acquisition
  • Delete project from the TIP

Justification:

This project is requested to be deleted from the STIP and TIP because the NMDOT does not anticipate the completion of a Road Transfer agreement between the City of Santa Fe and the NMDOT within the timeline of the current NMDOT STIP. The design and construction funding previously identified for this project is needed for the design and construction of District 5 projects needing funding in the FY 2018 and 2019 STIP years

S100440 – St Michaels Drive Corridor Improvements (From Cerrillos Rd to Botulph Rd) [NMDOT Lead]

  • Move Rail Trail Underpass Design Funding ($285,000) from FFY2017 to FFY2019
  • Move Rail Trail Underpass Construction project and FFY2019 funding ($2,850,000) from S100470.
  • Add Pavement Preservation to the Scope of Work
  • Increase Construction funding for the St Francis Dr/St Michaels Dr Interchange by $5,500,000 in FFY2020 and $302,406 in FFY2021 for a new total of $$11,302,406 (FFY2020 = $5,500,000 and FFY2021 = $5,802,406).

Note:

Funding for the Study and Design of Pedestrian ADA Improvements, Pavement Preservation and the Road Diet Study is currently being identified and will be added in a future Amendment.

An Additional $5,500,000 will be added to FFY2022 with the approval of the FFY2018-2023 TIP

S100530 – Installation of Rail Crossing Lights & Gates at CR51, BNSF Crossing #01372M, Canoncito [NMDOT Lead]

Change Project Title from:

  • County Road 51 (Ojo De La Vaca Road) In Canoncito at BNSF Grade Crossing USDOT # 013721m

to:

  • CR51 (Ojo De La Vaca Rd) – Railroad Crossing #013721M, Canoncito

Change Project Scope from:

  • Install New Constant Warning Led Flashing Lights, Gate Arms And Guardrail

to:

  • Install New Crossing Flasher Lights And Gate Arms With Constant Warning Train Detection
  • Reduce Project Funding from $350,000 to $250,000

S100470 – Rail Trail Underpass at NM466 (St Michaels Drive) [NMDOT Lead]

  • Move project under S100440 (see above for details)
  • Delete Control Number

NOTICE OF PUBLIC COMMENT PERIOD

PROPOSED DRAFT OF THE FEDERAL FISCAL YEAR 2018-2023 TRANSPORTATION IMPROVEMENT PROGRAM

NMDOT has requested additional changes to S100440 to bring the STIP into fiscal constraints.  These proposed changes were made on 05/19/17 and are highlighted in red below and on the TIP Summary Page.  These changes are contingent on the approval of Amendment 6 of the FFY2016-2021 TIP.

The Santa Fe MPO is in the development process of the Federal Fiscal Year (FFY) 2018-2023 Transportation Improvement Program (TIP) within the MPO Planning Area.  The process for developing a new TIP is outlined in the MPO’s Public Participation Plan.

A Call for Projects for National Highway Performance Program (NHPP) and Surface Transportation Block Grant Program (STBG) funding was issued in January to the MPO Member Agencies.  This Call for Projects did not include applications for funding under the Highway Safety Improvement Program (HSIP), Transportation Alternatives Program (TAP), Recreational Trails Program (RTP), and Congestion Management Air Quality (CMAQ) Program as these funds are awarded under separate processes.

Eligible projects had to be included in, or consistent with the Metropolitan Transportation Plan 2015-2040.

MPO Staff reviewed the eligibility of submitted projects and created an initial ranking using the Regional Roadway Project Evaluation Criteria outlined in Chapter 7 of the Metropolitan Transportation Plan.  The list of projects was then presented to the MPO Technical Coordinating Committee (TCC) for discussion and approval at their April 24th.

MPO Staff then worked in consultation with NMDOT District 5 to review the needs of the whole District in determining the level of funding that would be available for projects in the Santa Fe MPO TIP.  Out of this consultation it was determined that no NHPP or STBG funding could be programmed to projects from the prioritized list.  Requested changes to S100440 through Amendment 6 of the FFY2016-2021 TIP results in $5,500,000 being moved from FFY2021 to FFY2022 through the development of this TIP. Of the projects in the prioritized list NMDOT suggested potential alternative funding sources could be applied for:

  • NM599/Via Veteranos Interchange – NMDOT indicated that once the NM599 Interchange Reprioritization Study currently in process is completed that they would look to program funding for the top priority in FFY2024
  • North-East Connector (Rabbit Road) Improvements – NMDOT indicated that this project may be eligible to apply for Highway Safety Improvement Funding (HSIP) with the next application process (No schedule for the application process has been set)
  • Avenida Del Sur Extension – NMDOT suggested that Santa Fe County consider funding the Location Study for this roadway, which would make them eligible to apply for funding in the future.
  • Rancho Viejo Boulevard Bike Lanes – NMDOT suggested that Santa Fe County apply for Transportation Alternatives Program (TAP) funding for this project. (Next application process will likely happen in 2018 or 2019 for FFY2021 and 2022 Funding).

New Projects/Funding added to the TIP
Santa Fe County has been awarded FFY2018 Transportation Alternative Program funding for 2 Trail projects that have been included in this draft.

Additionally, formula transit funding has been added for FFY2022 and 2023.  These funding amounts are included as placeholders and will be adjusted once actual funding amounts are released.

A draft TIP was presented to the TCC on May 15th where they approved the release for a 30-day Public Review.

Annual Listing of Federal Obligated Projects
MPO’s are required to produce an annual listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which federal funds have been obligated in the preceding year.
