The Current Amendment

AMendment 5

STIP/TIP Formal Amendments are major revisions which require public review and comment, re-demonstration of fiscal constraint, or a conformity determination, as well as official approval by the MPOs Transportation Policy Board for projects that fall within the MPO and previewed at the State Transportation Commission for informational purposes only. This is followed by submission to the NMDOT Secretary for approval, and subsequently submitted for approval to the FHWA and FTA.

The comment period will occur after amendments are requested, recieved, processed, reviewed and approved for release. Please refer to the TIP calendar for expected dates.

PROJECTS for Consideration at the November TPB meeting to be AMENDED

  • S100730 – I-25 Pavement Rehabilitation: Adding $10,167,612 in National Highway Performance Program funds and $135,942 in Surface Transportation Block Grant Small Urban funds to FFY26 construction.
  • TS00210 – Santa Fe Trails Service Vehicle: Transit needs to purchase a service vehicle and will be applying for $80,000 through the Section 5307 grant funding.
  • S100790 – Avenida del Sur Extension: Adding developer contribution of $2 million in FFY25 for design and construction.

Amendments are required for:

  • addition or deletion of any project
  • substantial changes to the scope of a project (e.g. changing the number of through traffic lanes, changing the type of project such as from rehabilitation to reconstruction);
  • changes to any project that would affect air quality conformity;
  • changes in the availability (adding or deleting funds by Congressional action) of earmarked (special appropriation) funds;
  • moving a project into or out of the first four federal fiscal years of a STIP/TIP;
  • changes in a project’s total programmed amount greater than 20% or an amount greater than $2,000,000 and projects with adjustments less than 20% or less than $2,000,000 that are not scheduled for production before the next quarterly amendment;
  • changes in a project’s fund source(s) from non-federal to federal
  • changes in the termini of a capacity project beyond limits presented to the public during the public involvement process; and
  • secondary routes being added

  • S100600: Arroyo de los Chamisos Crossing: $1,000,000 in new Transportation Project Funds to design a connection from Richards to Richards.
  • S100790:Avenida del Sur Extension: $1,000,000 in GO funds added for engineering and ROW to connect Avenida del Sur to HW14.
  • S100122: NE/SE Connector: $4.7 million added to construction from the Transportation Project Fund due to inflation.

Comment period was 10/28 to 11/11. No comments were received.

Tip Amendment 4

PROJECTS AMENDED

  • S100640: Arroyo Hondo Segment 3: Bicycle and Pedestrian. Additional funds awarded through CMAQ for construction cost increases. $278,380 dollars were added to bring the total to $1,955,249
  • S100780: Rail Trail – Spure Ranch Road to 285. : Bicycle and Pedestrian. $847,681 In American Rescue Plan Funds allocated to construct the Rail Trail from Spur Ranch Road in Eldorado to 285.

Tip Amendment 3

Comment period was 4/28 to 5/12, no comments on TIP amendment 3 were recieved. This amendment was approved in May 2022.

  • S100440: NM 466 (St. Michaels) :Road – Add Capacity/Widening. Project funding for engineering is being increased by $600,000 for a total of $2,350,000 for engineering.
  • S100570: Cerrillos Rd./ Second St. : ADA Improvements: Project is being combined into S100680 and S100681 (Cerrillos Road Reconstruction).
  • S100680: Cerrillos Road Phase IA, B, C, D; phase II Final Design: Preliminary Engineering. Project funding for engineering is being increased by $1,275,000 for a total of $3,354,386. The new funds are state funds. 
  • S100681: Cerrillos Road NM 14 Roadway Reconstruction: Road – Major Rehabilitation. Project funding for construction is being increased from $16,500,000 to $30,500,000 with state funds. 
  • S100720: US-285, Lamy – USDOT 013802M: Rail/Highway Crossing. Project funding for construction is being increased by $74,000 to $224,000 due to price increases
  • S100460: Guadalupe St. Reconstruction Road Diet: Safety. Construction costs have increased so $3,528,082 million HSIP funds were requested and awarded increasing the total funds to $10,709,444.
  • S100630: Arroyo Hondo Segment 2: Bicycle and Pedestrian. $365,409 additional CMAQ funds awarded due to construction cost increases. Total cost is now $1,802,454.
  • S100760: Arroyo Hondo Segment 1: Bicycle and Pedestrian. New Project. Funded $318,947 from CMAQ for design.
  • S100650: Acequia Trail: Bicycle and Pedestrian. New Project. Funded $3 million for construction by CMAQ.
  • S100770: Tierra Contenta Trail: Bicycle and Pedestrian. New Project. Awarded $1.125 million TAP funds for construction.

FFY 2022-2027 TIP

Adoption of the Santa fe MPO FFY 2022-2027 TIP

         The FFY2022-2027 TIP was approved by the MPO Policy Board on August 26th, 2021, moved towards FHWA and FTA in September of 2021, and took effect on October 1st, 2021.

ACCESS LOCAL, REGIONAL AND STATEWIDE TRANSPORTATION IMPROVEMENT PROJECTS VIA THE “eSTIP” OR ELECTRONIC STATE TRANSPORTATION IMPROVEMENT PROGRAM

The Transportation Improvement Program (TIP) is a short-term project list that includes transportation projects for all modes expected to be funded within a four year period. The TIP is based on the Federal Fiscal Year (FFY) which runs from October 1st through September 30th (e.g. FFY2016 begins October 1st, 2015). Development and maintenance of the TIP is covered under 23 U.S. Code § 134 Subsection j.

The MPO is required to produce a new TIP every two years.  The FFY2018-2023 TIP was approved by the Policy Board on August 24th, 2017 and was incorporated into the Statewide TIP and approved by FHWA/FTA on September 29th, 2017.  The FFY2018-2023 TIP became effective on October 1st, 2017.

Projects included in the TIP must be consistent with the long-range Metropolitan Transportation Plan (MTP)

The Santa Fe MPO’s public participation process satisfies the public participation process for Santa Fe Trails’ Program of Projects.

TIP AMENDMENT 3 CALL FOR AMENDMENTS APRIL 9TH, 2018

Deadline April 20TH, 12PM

  • The FFY2018-2023 TIP was approved by FHWA and FTA on September 29, 2017 and took effect on October 1st, 2017.
  • Amendment 1 was approved on November 30th, 2017
  • Amendment 2 was approved on April 4th, 2018

  • It is now time to start the process of preparing Amendment 3 to the FFY2018-2023 TIP.
  • If you have any proposed changes or new projects you wish included as part of this amendment, please contact me no later than noon on Friday April 20th.
The proposed schedule for this Amendment is as follows:
  • 4/9 – Call for Amendments
  • 4/20 – Deadline to submit proposed Amendments
  • 4/23 – Present Draft Amendment to TCC
  • 5/3 – Deadline for Release for Public Review and Comment
  • 5/18 – Deadline to Close Public Review
  • 5/21 – TCC reviews public comment and makes Recommendation (Please note the TCC will meet on Tuesday, Feb. 20th due to Presidents Day falling on Monday Feb. 19th)
  • 5/24 – TPB holds Public Hearing and takes action

The Public Comment Period ran from February 1, 2018 through February 15, 2018.  The MPO Technical Coordinating Committee  reviewed and recommended approval of the proposed amendment at their meeting on February 20, 2018 and the MPO Transportation Policy Board approved the Amendment at a Public Hearing on the proposed amendment at their meeting on February 22, 2018. The Santa Fe MPO’s public participation process satisfies the public participation process for the Santa Fe Trails’ Program of Projects. MPO’s are required to produce an annual listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which federal funds have been obligated in the preceding year. PROJECTS AMENDED

  • S100440: NM 466 (St. Michaels) :Road – Add Capacity/Widening. Project funding for engineering is being increased by $600,000 for a total of $2,350,000 for engineering.
  • S100570: Cerrillos Rd./ Second St. : ADA Improvements: Project is being combined into S100680 and S100681 (Cerrillos Road Reconstruction).
  • S100680: Cerrillos Road Phase IA, B, C, D; phase II Final Design: Preliminary Engineering. Project funding for engineering is being increased by $1,275,000 for a total of $3,354,386. The new funds are state funds. 
  • S100681: Cerrillos Road NM 14 Roadway Reconstruction: Road – Major Rehabilitation. Project funding for construction is being increased from $16,500,000 to $30,500,000 with state funds. 
  • S100720: US-285, Lamy – USDOT 013802M: Rail/Highway Crossing. Project funding for construction is being increased by $74,000 to $224,000 due to price increases
  • S100460: Guadalupe St. Reconstruction Road Diet: Safety. Construction costs have increased so $3,528,082 million HSIP funds were requested and awarded increasing the total funds to $10,709,444.
  • S100630: Arroyo Hondo Segment 2: Bicycle and Pedestrian. $365,409 additional CMAQ funds awarded due to construction cost increases. Total cost is now $1,802,454.
  • S100760: Arroyo Hondo Segment 1: Bicycle and Pedestrian. New Project. Funded $318,947 from CMAQ for design.
  • S100650: Acequia Trail: Bicycle and Pedestrian. New Project. Funded $3 million for construction by CMAQ.
  • S100770: Tierra Contenta Trail: Bicycle and Pedestrian. New Project. Awarded $1.125 million TAP funds for construction.

After mapping, projects can be prioritized for funding and implementation. The highest priority projects will be accessible for review with member governments so they can be included into the Capital Improvement Plan (CIP). . Based on concentrations of high priority projects, high priority pedestrian improvement zones can be designated to complete improvements by geographic area.
